Stakeholder consultation on Preparation of National Biodiversity Strategic Action plan (NBSAP 2026-2030), Biodiversity Finance Plan and 7Th National Report

The Ministry of Environment, in collaboration with the United Nations Development Programe (UNDP), Janathakshan GTE Ltd., and the Centre for Poverty Analysis (CEPA), successfully conducted a two-day residential stakeholder consultation workshop on 14th and 15th October 2025 at Hotel Citrus Waskaduwa. The event marked an important step in the preparation of three key national biodiversity documents; the National Biodiversity Strategy and Action Plan (NBSAP 2026–2030), the Biodiversity Finance Plan (BFP), and the 7th National Report to the Convention on Biological Diversity (CBD).

The workshop aimed to strengthen awareness among key stakeholders and promote collective action in shaping Sri Lanka’s biodiversity conservation and sustainable resource management agenda. Around 140 participants representing government agencies, private sector organizations, civil society, and academia took part, reflecting the inclusive and participatory approach that defines Sri Lanka’s environmental policy process.

The program was structured around multiple parallel consultation sessions facilitated by the NBSAP, BFP, and 7th NR teams, engaging participants from the government, private, and NGO sectors. Each session provided an opportunity for stakeholders to share experiences, update findings, and contribute to the refinement of methodologies and frameworks guiding the preparation of these national documents.

The deliberations and feedback gathered during the workshop will use to development of the upcoming NBSAP, BFP, and 7th National Report in Sri Lanka. These efforts are aligned with national development priorities and the Kunming-Montreal Global Biodiversity Framework, reinforcing the country’s commitment to conserving biodiversity and promoting sustainable use of natural resources.

This consultation marks a significant milestone in advancing an integrated and inclusive approach to biodiversity planning in Sri Lanka, ensuring that national policies are both scientifically grounded and reflective of stakeholder perspectives across all sectors.
