Le Sri Lanka est partie au Protocole de Cartagena sur la biosécurité (CPB), un traité international régissant les mouvements d'organismes vivants modifiés (OVM) issus de la biotechnologie moderne d'un pays à l'autre. Le ministère chargé de l'environnement est le ministère central chargé de la mise en œuvre du CPB au Sri Lanka.
Le Centre d'échange pour la biosécurité (BCH) est un mécanisme en ligne destiné à faciliter l'échange d'informations scientifiques, techniques, environnementales et juridiques et d'expériences en matière d'OGM afin d'aider les Parties à mettre en œuvre le CPB.
Le site Web du Sri Lanka Biosafety Clearing House, créé par le ministère de l'Environnement (MOE), est un référentiel de tous les aspects de la manipulation, du transport et de l'utilisation en toute sécurité des OVM dans le pays. Il constitue donc l'équivalent national du BCH maintenu par la Convention sur la diversité biologique (CDB).
Le site Web a été créé dans le cadre du projet soutenu par la FAO/FEM sur la « Mise en œuvre du cadre national de biosécurité conformément au Protocole de Cartagena sur la biosécurité (CPB) ».
