L'Autorité centrale pour l'environnement (CEA) a été créée en août 1981 en vertu de la Loi nationale sur l'environnement no 47 de 1980. Le ministère de l'Environnement et des Ressources naturelles (ME&NR), créé en décembre 2001, a la responsabilité globale des affaires du CEA dans le but d'intégrer les considérations environnementales dans le processus de développement du pays. La CEA a reçu des pouvoirs réglementaires plus étendus en vertu des lois nationales sur l'environnement (amendement) n° 56 de 1988 et n° 53 de 2000.
