Afin de répondre à la nature intersectorielle des principaux défis environnementaux causés par le changement climatique et de remplir les engagements pris au titre de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) et du Protocole de Kyoto, le ministère de l'Environnement, qui est le point focal national pour la CCNUCC et le Protocole de Kyoto, a pris l'initiative de créer un secrétariat du changement climatique dans son avant-projet.
Le Secrétariat du changement climatique, qui est dirigé par le directeur de la Division des changements climatiques, adopte une approche nationale globale pour relever les défis liés au changement climatique qui, du fait de ces préoccupations, sont considérés comme des préoccupations environnementales, qui constituent également un problème de développement pour le Sri Lanka.
